The challenge
Norfolk and Waveney University Hospitals wanted to create a single corporate services model across the Group, which comprises: Norfolk and Norwich University Hospitals NHS Foundation Trust, James Paget University Hospitals NHS Foundation Trust and The Queen Elizabeth Hospital King’s Lynn NHS Foundation Trust.
The Group asked Camburg to lead the TUPE transfer of hundreds of staff to a single employing organisation while supporting the development of future operating models and service redesign across multiple corporate functions. The Group turned to Camburg for our track record in delivering complex workforce transformation including engagement, governance and legal compliance.
Approach
Working with executive directors, HR teams, trades union representatives and other stakeholders, we:
- established governance arrangements, workforce change processes and programme delivery structures
- led the development of consultation documentation, workforce communications, FAQs, governance papers and executive briefings, ensuring a consistent approach across all three organisations
- supported the identification and validation of staff in scope and co-ordinated due diligence and Employee Liability Information processes
- advised on complex employee relations issues arising during consultation and transfer.
Alongside TUPE delivery, we worked with design leads and HR colleagues to develop approaches to service redesign across corporate functions, advising on organisational change, workforce consultation and implementation.
Throughout the transformation management programme, we acted as trusted advisers to senior leaders, providing independent challenge, practical solutions and hands on delivery support.
Outcomes
Camburg’s support enabled the Group to deliver TUPE – successfully transferring more than 350 employees to the new organisational structure while maintaining programme momentum and stakeholder confidence.
We established robust governance arrangements, a clear workforce change framework and a consistent approach to consultation, communications and employee engagement. We also captured lessons learned from the first phase of transformation so the Group could embed them into planning for subsequent phases, strengthening operational readiness and reducing programme risk.
Our work to develop consultation plans for future service redesign will enable the Group to achieve greater consistency, resilience and efficiency across corporate services.
Our knowledge, skills and experienced provided continuity and leadership throughout a highly complex transformation programme, helping move the programme from strategic concept to practical delivery.
